How to you decide the skill(s) level?
Skill is derived automatically from the talent (using age, mostly).
How to you decide the estimated talent level?

Maybe this helps you finding the correct level for Australia?
The player talent levels are generated randomly using the league levels as mean value.
The reason I ask is that I would like to add my own team definitions for the teams I support in the leagues.
I suggest you first find an average talent for the league, and then work from there (the best teams will be above the average, the worse teams below etc.)
An additional question - in the country definitions how are the rating values derived?
Non-scientifically :-) Just what felt like correct, on a scale from 1-10.
