1.9: translation howto

translating Bygfoot consists of four parts:

1. translate the pot file (see po/pot file howto)
2. translate the hints file. this is done by simply copying the file to bygfoot_hints_LANG where LANG is the shortcut for your language (e.g. de or fr) and replacing the english text with the translation.
3. create a live game commentary file (see the lg_commentary howto and tags ref).
4. translate the news file (see the news howto)
